Michigan Senate Passes Mandatory K-12 'Pledge of Allegiance' Bill, Despite Opposition (ContributorNetwork)

Reciting the "Pledge of Allegiance" is a standard day-opener for school children. However, by about sixth grade that practice has discontinued in many schools. Now, Michigan wants to make the Pledge of Allegiance required recitation for grades K-12, via a bill currently in the state's senate. Some legislators are pushing it, but the bill is meeting with opposition for various reasons. Here are details about that debate.

Kahn's pro-American push

Sen. Roger Kahn (R-Saginaw) has been on a campaign to boost patriotism, by backing various pro-American legislative actions in Michigan's senate. Kahn's latest move is to get passage on SB 637. The bill, which was approved in Michigan's senate today, has two provisions: that all Michigan students in grades kindergarten through high school recite the Pledge of Allegiance daily and that school be forced to purchase a flag for every classroom in their building.

Why supporters want the bill

Michigan is one of seven not to have a bill mandating daily recitation of the pledge. In many schools, the Pledge of Allegiance is a daily routine, but most schools stop doing it after grade 4-5. Bill proponent Kahn says he's proud to say the Pledge of Allegiance and that kids shouldn't be ashamed to either. Other supporters say the pledge boost morale and unites Americans. Still other see it as a civic duty.

Why some oppose the "Pledge of Allegiance" bill

Some parents believe that recitation of the Pledge of Allegiance in school is unnecessary, that it interferes with vital teaching time. Other opponents say the Pledge of Allegiance is akin to prayer, particularly with the "under God" phrase, which in not allowed in schools. Forcing a child to recite a pledge of any kind, may violate civil liberties, critics say. The bill, as written, has a clause which allows parents to remove their children from participation. Few will likely take advantage of that as most children don't wish to be embarrassed as the only one not participating.

Questions of bill precedence

The biggest contention with SB 367, say opponents like Sen. Gretchen Whitmer (D-East Lansing) is that it's a waste of legislator time and taxpayer money. Currently, Michigan has an 11.1 percent unemployment rate. Saginaw, Mich., Sen. Kahn's home district has 16.6 percent unemployment. This puts Michigan in the third place for highest unemployment. The median income in Michigan is $45,000 compared to $50,000 in the U.S. 16.1 percent of Michigan residents fall below the poverty level, compared to 14.3 percent nationwide. Several Michigan cities, like Detroit and Benton Harbor have been put under Emergency Manager control, which is the equivalent of financial Marshall Law. Several more, like Flint, Mich., will receive an EM, if they can't prove financial viability. These issues, opponents say, should be the focus of legislative effort.

HONOLULU (AP) ? A push to build a Pacific free trade bloc gained ground Friday with Japan's decision to join negotiations, as Asia-Pacific leaders converging on Hawaii for an annual summit mulled ways to prevent Europe's crisis from derailing the global recovery.

The weekend meeting of the 21-member Asia-Pacific Economic Cooperation forum, which brings together leaders from Russia to Chile, is focused on creating jobs and business through nuts-and-bolts measures such as investment in infrastructure and reforms aimed at providing more access to financing for the poor.

Such moves are gaining urgency, with the European Union warning of a possible "deep and prolonged recession" next year as the debt crisis that has engulfed Ireland, Portugal and Greece shows signs of spiraling out of control. A European recession would be felt sharply in the U.S., where growth is already anemic, and in Asia, which relies on Europe as a big market for its cars, clothing, consumer electronics and other exports.

"In the coming 12 months there is quite a strong likelihood that things will go worse," Hong Kong's chief executive, Donald Tsang, told a gathering of business leaders on the sidelines of the APEC meetings. "Global performance will be dragged down and then there will be an awakening, I hope," he said.

U.S. Secretary of State Hillary Clinton said in opening a meeting of foreign and economic ministers that many forces outside the Pacific region will have an impact on it. "Global trends and world events have given us a full and formidable agenda," she said. "And the stakes are high for all of us."

As host of the annual summit, the U.S. has made expanding trade, promoting green growth and deepening cooperation on regulation and standards to help dismantle barriers to trade and nurture faster growth.

"We've even created an unofficial slogan: 'Get Stuff Done," Clinton said.

The U.S. also is hoping to garner support for a Pacific free trade pact that many APEC members see as a building block for a free trade area that encompasses all of Asia and the Pacific, covering half the world's commerce and two-fifths of its trade.

That goal advanced Friday with Japan's announcement that it will seek to join the bloc, called the Trans-Pacific Partnership, despite strong opposition from farmers fearful of exposure to greater foreign competition.

The Pacific trade pact, known as the TPP, currently includes Chile, New Zealand, Brunei and Singapore ? all relatively small economies. The U.S., Australia, Malaysia, Vietnam and Peru are negotiating to join. The participation of Japan, the world's third-largest economy, would vastly expand its reach.

At the same time they are working toward a broader agreement, countries continue to forge separate free-trade agreements. On Friday, Vietnam and Chile were to due to sign a free trade agreement on the sidelines of the APEC meetings.

The U.S. recently clinched long-sought free trade pacts with South Korea, Colombia, and Panama ? agreements that if ratified will bring to 20 the number of countries that have free trade agreements with the U.S.

In Honolulu, Washington was keeping up pressure on China to commit to faster trade liberalization and to freeing its currency, which U.S. officials say remains undervalued even though it has gained substantially against the U.S. dollar in recent years.

A statement by APEC finance ministers released Thursday included a call for exchange rate flexibility. Treasury Department officials said China's willingness to back such a commitment ? both at the Group of 20 meeting in Cannes last week and in Honolulu this week ? could encourage similar moves by other Asia-Pacific economies.

But Beijing's apparent openness to move faster on its currency policy was not matched by similar support for the Trans-Pacific Partnership, which earlier this week a senior official in Beijing described as "overly ambitious."

Overall, given APEC's lack of negotiating power ? all decisions are by consensus ? prospects for major changes are slim. But over the years the group's incremental efforts have helped build support for closer economic ties and freer trade.

Clinton said that by agreeing on something as rudimentary as shared safety standards for televisions, countries in the region saw exports of TVs jump by nearly half in three years.

Cost, value of home remodeling projects falls

On average, U.S. homeowners who made home improvements in 2011 only picked up 58 cents in home equity on their remodeling dollar, according to the Cost versus Value survey released on Thursday by Remodeling Magazine. That's down sharply from the 2005 peak, when a new project immediately earned back 76 percent of its cost in higher home prices.

Homeowners who do less costly replacement projects do slightly better at recouping their costs than do those who spend big bucks on additions and new construction, with projects like replacement roofs and front doors earning 64 percent of their costs back in resale value. Remodeling projects earn back 57 percent, on average.

"The numbers are telling us that price is becoming a more and more important determining factor," said Sal Alfano, editorial director for Remodeling Magazine. "People are doing the things they have to do, rather than the more discretionary projects."

The average home improvement project cost $44,734 in 2011; that's down slightly from the $45,593 figure for last year. But resale values fell more, producing a 3 percent decline in the cost-value ratio.

The good news for homeowners is that all of those projects continue to get more affordable, as contractors keep cutting their prices to stay busy during the ongoing housing slump.

"There is so little new construction," Alfano said. "When commercial and new construction drop out of the picture, that leaves remodeling. The competition is there and they are sharpening their pencils." Prices for materials have remained pretty constant, he said.

Alfano told Reuters that he thinks the slump in home remodeling might be bottoming out. "We think it might start to pick up at the end of 2012, and 2013 is where we are expecting a much stronger growth rate."

The most popular projects tend to be ones that are more easily affordable, like replacing a garage door or replacing windows with more energy-efficient ones, said Alfano. Also popular are projects that add space without increasing the footprint of a house.

The project with the highest cost-to-value ratio on the list for 2011 was a mid-range replacement of the front door (with, say, a 20-gauge steel door). That cost an average of $1,238 and raised the average sales price of a home by $903, or 73 percent of the project's initial cost. But homeowners who upgraded their front door to an upscale fiberglass door spent more ? $3,536 ? yet saw, on average, an increase in home value of only $1,990, or 56.3 percent.

Another project with a relatively high cost-to-value ratio was adding an attic bedroom. Across the U.S., the average cost for that project was $50,148, but it added $36,346 to the average selling price of a house, allowing the homeowner to recoup an average 72.5 percent of the project's cost. Perhaps, Alfano suggested, that was because there is greater emphasis on multi-generational living, and people are seeking additional bedrooms to house their elderly parents or their returning adult children.

Replacing cabinet doors, spiffing up the hardware and putting in new appliances costs an average of $19,588 and raises home values by $14,120, or 72.1 percent, according to the survey.

Upscale kitchen remodeling is less rewarding, however. It cost an average of $110,938 to do a full-fledged upscale new kitchen, but that only raised home values by about $63,731 or 57.4 percent.

What about those sought-after man caves? A mid-range basement remodel costs $63,378 on average, and raised a home's value by 66.8 percent, or $42,228, in 2011, the survey found. And decks remained pretty popular; adding a wood deck cost an average of $10,350, but raised home resale values by 70.1 percent, or $7,259.

Of course, homeowners usually don't go through the hassle and the dust of a major renovation project just to sell their home, and if they're trying to decide whether to do a big project, the resale value shouldn't be the determining factor of a project, Alfano said.

Families should decide how long they want to stay in the home and whether the new project will improve their lives enough to justify the expense. For example, if it's going to cost an average of $83,118 to add a basic family room, and the resell value of that project is just 60.2 percent or $50,004, that means they can expect to spend $33,114 that they will never recoup on that family room. If they think they are going to stay in the home for 10 years, they can think in terms of whether or not $3,311 is an affordable and reasonable amount to spend every year for the pleasures of the extra space.

Put that way, it almost makes the spa room addition seem sensible.

Caveman Art: Spotted Horses Likely Real, Not Fantasy (LiveScience.com)

Ancient cave paintings that seemed to depict make-believe white-spotted horses might have been drawn from real life, scientists now find.

The cave paintings of the Stone Age are not only among the oldest drawings made by humans, but also serve as evidence of our growing capabilities. Scientists hotly debate how realistic these paintings are ? discovering this fact could reveal whether ancient humans tended more toward accuracy or creativity.

The approximately 25,000-year-old paintings "The Dappled Horses of Pech-Merle" depict spotted horses on the walls of a cave in France remarkably similar to a pattern known as "leopard" in modern horses such as Appaloosas. Horses were popular among Stone Age artists, found in most cave paintings that have recognizable animals in them, commonly in a caricature form that slightly exaggerates the most typical "horsey" features, such as their manes of hair.

Until now, ancient DNA analyses suggested horses during the Stone Age were only black or bay colored with no evidence for white-spotted patterns. This hinted that cave paintings of leopard-patterned horses were fantasy, not accurate portrayals. Some have proposed that drawings of imaginary animals might have had some kind of symbolic or even religious value.

Research now suggests those paintings might actually have been based on the real-life appearance of the animals.

Scientists investigated the differences in genes for coat color of 31 ancient horse fossils from Siberia, Eastern and Western Europe and the Iberian Peninsula. The researchers found that a genetic mutation associated with the presence of white leopard-like spotting patterns on modern horses was present in six of the European horse fossils. Additionally, seven of the fossils had the genetic variation for black coat color, whereas 18 had bay coats.

As such, all the horse colors seen in these drawings have now been found to exist in prehistoric horse populations. The findings suggest that cave paintings of horses may be more realistic and less symbolic or fantastic than supposed. Still, although these horses might not have been imaginary, "we cannot exclude that these horses had a religious value," researcher Arne Ludwig, an evolutionary geneticist at the Leibniz Institute for Zoo and Wildlife Research in Berlin, told LiveScience.

Leopard-spotted patterns in modern horses are sometimes linked with congenital problems such as stationary night blindness, perhaps explaining why any wild horses with them eventually died out long ago. As to why so many other horse fossils were found with them in the first place, perhaps this patterning provided camouflage in the snowy environments of the Stone Age, was attractive to mates or just stuck around due to random chance.

The scientists detailed their findings online today (Nov. 7) in the Proceedings of the National Academy of Sciences.
